Dear Sirs,

We have seen the Government regarding the question of Cesars Lowe, Bingham & Matthews' certificates and they are satisfied therewith. There is also no objection to your receiving and paying for the consignments of charts and plated war you referred to. We enclose you a copy of a letter from the Government dated 28th August last setting out the conditions on which approved firms are allowed to carry on their business. These conditions

will apply to your firm except that you are at liberty to sell for cash to approved purchasers as has been already arranged.

You will note that nothing in the permission to continue business is to affect the right of capture at sea or the jurisdiction of the Prize Court.

We also enclose a copy of our letter to the Government of today as to the conditions under which you are to be allowed to carry on business, confirmation of which from the Government

we expect in due course.
